Losing documents in Ghana is recoverable. The reason it feels impossible is that each replacement asks for one of the others, so the order matters more than the effort.
In the first hour
- Report the loss to the police and get a report or extract. Almost every replacement asks for one, and it also protects you if your identity is misused.
- Freeze what can be misused. Call your bank and your mobile money provider. A stolen phone with an active MoMo wallet is a live account, not a lost handset. — Mobile money
- Block the SIM with your network so it cannot be used to receive one-time passwords.
- Swear a statutory declaration of loss before a Commissioner for Oaths. Institutions ask for this constantly.
The order to replace things in
The dependency runs downwards. Start at the top.
- Birth certificate — the Births and Deaths Registry holds the record permanently and can issue a certified copy. — Birth certificates
- Ghana Card — the National Identification Authority replaces a lost card. Your record and biometrics already exist, so this is a replacement, not a re-registration. — Getting a Ghana Card
- Passport — a fresh application, with the police report and the declaration of loss. A lost passport is reported so it cannot be used. — Getting a passport
- Driving licence — DVLA replacement, once you have photo identification again. — Driving licences
- Bank cards and cheque books, then SSNIT and NHIS records, then employer and professional records.
The ones people forget
- Vehicle documents. The DVLA can reissue a registration document; the customs entry for an imported vehicle is harder and matters when you sell. — Registering a vehicle
- Land documents. An indenture and a land title are recorded at the Lands Commission, so a certified copy of the registered instrument is obtainable — but only if the transaction was properly registered in the first place. - Academic certificates. WAEC can verify results directly to an institution, and universities reissue attestations. Reissuing an actual certificate is slower and sometimes needs a gazette notice.
- Tenancy agreement. Ask the landlord or the agent for their counterpart copy. — Tenancy agreements
After a fire or a flood
Accra floods, and it floods badly in the rainy season. If a household’s papers are gone entirely, the recovery is the same list, in the same order, with the police or fire service report standing in for the theft report.
Do this before you need it
Photograph every document you own, front and back, and put the images somewhere that is not your phone — an email to yourself works. A photograph is not a legal document, but it turns “I do not know my registration number” into a five-minute problem instead of a five-week one.
Keep one certified copy of your birth certificate outside your house.
If your identity is misused
Report it to the police and to the institution concerned in writing, and keep the reference. The Data Protection Commission handles complaints about the misuse of personal data, and the Bank of Ghana’s financial-sector complaints channels cover a bank or a mobile money provider that will not act.
