An allocation note is not title. It is a step toward it, and it is frequently presented to buyers as though it were more than that.
Most land in Ghana is held under customary tenure by families, stools and skins. A valid sale requires the consent of the properly constituted authority — not one member of it who claims to speak for the family.
This is precisely where double sales come from, and why Ghanaian land litigation runs for years.
