Ghanaian licences require training at an accredited driving school followed by theory and practical tests. You may generally drive on a valid foreign licence for a limited grace period after arrival.
Be wary of the unofficial fixers around DVLA offices — the goro boys — who offer to shortcut the process. A licence obtained without the tests fails verification and can leave you uninsured after a crash.
